I don't want to ban guns. I want to add barriers (independent mental exam, background check, and gun storage and safety class) to purchasing guns. It is a life threatening weapon and should be handled that way in route to purchase. This will also cut down on the "anger" purchases as they will have to take time to calm down to accomplish those tasks.

If you want to prevent a black market from occurring, require all guns to be registered and hold the gun owners accountable if their registered gun is used in a crime. At that point, you would only have to worry about guns illegally entering the country which should be easier to prevent than drugs.

You wouldn't get the major punishment, but you would get some punishment for failure to properly store your gun

If the gun wasn't properly secured and locked away then yes, you should responsible for what happens with your gun. 

 

A gun is a dangerous weapon and needs to be secured and accounted for at all times. I thought you were in favor of personal responsibility?
