That's ironic coming from J. Edgar Hoover. Improper and illegal conduct was sort of his bailiwick. 

He withheld information from the prosecution in the 16th Street Baptist Church bombing and basically had to be blackmailed into releasing it, for example.

i long ago stopped looking up at people in DC. JEH was apersonal mess of a man. Racist was just one of his issues. He was the authority on the FBI however. They gather evidence and hand it over, they arent supposed to adjudicate anything.
