anyone answer a question about spring practice?

if a incoming player from high school graduates and voluntarily wants to participate in spring drill what are the rules about this? i have often wondered why these new kids coming in cannot get a headstart by joining springball unlesws they graduate early. seems it would help the school as well as the players.anyone?
